2023 Improving the tracking efficiency of waste disposal sites and monitoring technology application plan

The implementation of this project is divided into 4 major tasks that includes improving the functions of the Waste Dumping Management System (WDMS), checking the current status of old cases and delisting of cases under counseling, auditing and tracking of waste dumping cases, and administrative support and assurance of security and stability of the information system. In terms of improving the system functions, the project has made a total of 5 improvements to the system in this year. The main work results include simplifying the filing of records and management reports, adjusting the filling fields for site surveys, adding waste volume estimation functions, horizontal integration of soil and underground water site data and the auditing and punishment records, and establishing site review management functions and adding new items to statistical charts, so as to strengthen the management of dumping cases, increase data applicability, and improve system friendliness. In order to lower the number of listed dumping cases, this year the project conducted a survey on current status of cases that have been listed for more than five years to examine the problems and difficulties with these old cases that could not be delisted and held consultation meetings to coordinate and accelerate the removal of these cases from the list. The project selected cases that have not been delisted for a long time and made plans for on-site surveys and sampling to carry out environmental sampling operations at 10 selected sites, and drafted the guidelines for local environmental protection bureaus regarding procedures to handle delisting of old dumping cases. Among the 10 sites of environmental samplings, hazardous waste was found at 1 site (case numbers: 351) while soil contamination was found at another 1 site (case numbers: 181). No hazardous waste was found at the remaining sites, and soil, groundwater, surface water, air, etc. around the sites were not polluted as well. Discussion regarding site risk assessment plan suggested using the existing information recorded in the WDMS system to evaluate (1) the types and harmful characteristics of wastes dumped at the site; (2) the quantity, type and scope of dumped wastes; (3) the land zoning and condition of use at the point of dumping site; (4) the status of the sites under counseling and the site contamination spreading risk assessment are categorized into 4 levels as A, B, C, and D. In this year, the project has reviewed information reported by listed cases and conducted on-site visits to the top 15 counties and cities with the highest number of listed cases, and strengthened counseling to cases with missing information, unreasonable reported contents, and cases whose cleanup status need to be strengthened to improve the completeness of reporting by each waste dumping case, and to improve the rationality of the content reported by waste dumping cases. In terms of tracking the dumping cases, the project established a scoring mechanism for the reporting of case information and provided periodical consultation to environmental protection bureaus on reporting, and summarized the inspection status and progress of the cases under counseling, assist routine checking of listed cases, and submitted the results to the Environmental Management Administration for reference.
